Windows/Allow TCP ports always

   On the start screen type Firewall, click Windows Firewall.
   On the Windows Firewall page, click Advanced settings (You will find this on the left hand side of the Window).
   Under Windows Firewall with Advanced Security, select Inbound Rules
   Click New Rule
   In the resulting dialog, select Port as the rule type and click Next.
   Now select if the rule that you want (TCP or UDP) and what port should be filtered.
   Based on your requirement you may select 
          Allow the connection
          Block the connection
   Click Next.
   Define the types of networks the rule should apply to and click Next.
   Now name the rule as you wish.
